Article on the sustainable mobility package and mobility credit — Car fleets (April 2023)

Background:
Since the end of the Covid-19 crisis, soft mobility has become a major challenge for companies, who want to reduce their carbon footprint, respect mobility plans and meet social expectations. The sustainable mobility package (FMD) and the mobility credit (CM) are increasingly adopted devices.

The sustainable mobility package (FMD)

  • What is it?
An optional financial advantage that the employer pays to its employees to finance their home-work trips in soft modes: bicycle, carpooling, public transport, non-thermal electric scooters, etc.
  • Amount: Up to €800 per year and per employee (amount accumulated with public transport assistance).
  • Beneficiaries: All private sector employees, including temporary workers, apprentices, interns.
  • Advantages: Encourages the use of alternative methods, values the company socially and ecologically, improves the quality of life at work (physical activity).

Mobility credit (CM)

  • Concept: Replace all or part of a company car with a sum of money to finance other modes of transport.
  • Amounts: From 1,200 to 8,000€ per year depending on the vehicle and the option chosen (complete replacement or transition to a less polluting vehicle).
  • Use: Finance train tickets, public transport subscriptions, bike or car rental, personal trips, etc.
  • Benefits for the company: Reduction of the car fleet, reduction of indirect costs (maintenance, management), better CSR image, increased attractiveness.

Testimonies and practical cases

  • Fayat Energy Services: 4,936 employees, 1,600 vehicles, generalized the FMD and the CM from 2021-2022, with positive results in terms of cost and attractiveness.
  • Talent Business Solutions (ESN): Implementation of company bikes to attract young engineers who are sensitive to soft mobility.
  • Other businesses: Strong increase in requests and tenders for these solutions since the end of 2022.

Challenges and benefits

  • Sustainable development: Direct contribution to decarbonization and the goals of the Paris Agreement.
  • Purchasing power: These subsidies help to offset inflation by offering “green purchasing power”.
  • Quality of life at work: Improvement through daily physical activity and flexibility in travel.
  • Compliance with legal obligations: For companies with more than 50 employees, integration into the mobility plan and mandatory annual negotiations.
